Startups collaborate with local governments in the Sapporo Collaboration Hub City Region! Eight projects were selected to conduct demonstration experiments!

The STARTUP CITY SAPPORO project, which aims to create a startup movement in Sapporo and Hokkaido, is collaborating with 12 municipalities in the Sapporo Collaboration Hub City area to develop an open innovation project, "Local Innovation Challenge HOKKAIDO," which aims to solve regional and administrative issues in the area through collaboration with startups from Japan and abroad. In FY2022, the third implementation of the project, the first and second phases were conducted separately. In the second phase, ideas were solicited in 14 categories, including the common themes of "promotion of administrative DX" and "creation of exchange and related population" in 12 municipalities, and 8 projects were selected from among 20 applications! The selected projects will be tested in cooperation with the municipalities and the secretariat.

Issues: Utilization of public space, creation of liveliness
Demonstration municipality: Sapporo City
Details of the experiment: In preparation for the Sapporo International Art Festival 2024 (SIAF2024), an art event to be held in January 2024 for the first time in six and a half years, we are studying ways to promote visitor circulation during the winter event. A stamp rally will be held during the Snow Festival to analyze the circulation of visitors to the event.

Details of the demonstration experiment: To address crop damage caused by Ezo sika deer, a system developed by Fant will be used to send out extermination requests from farmers to hunters, as well as to link information among hunters to verify the effectiveness of the system through a demonstration experiment.

3. Groove Designs Corporation (Head office: Taito-ku, Tokyo)

Demonstration municipality: Sapporo City
Content of the experiment: Nationwide, there are many examples of citizen-participatory city planning in which a digital platform is used to collect opinions and build consensus. In Sapporo City, we will test whether the digital platform "my groove*" provided by Groove Designs can encourage local residents to participate in community development and broaden the scope of their participation.

Details of the experiment: While the problems caused by abandoned and vacant houses have become a regional issue, disposing of, renting, or selling the houses they own is an unfamiliar experience for many citizens, and we hear many comments that they do not know how to proceed with the disposal and management of their vacant houses. We will verify whether the introduction of the "Residence End-of-Life Navi" provided by Classone will contribute to decision making regarding the disposal and management of houses and the proper management of vacant houses.

5. Real World Games, Inc.

Details of the experiment: As a measure to create opportunities to ride the city subway and to enhance its image, a digital stamp rally project will be conducted around each subway station to verify whether it will promote subway use.

Issue: PR and sales channel expansion for local products
Demonstration municipality: Minamihoro Town
Description of the demonstration experiment: To revitalize the primary industry, which is facing many problems such as decreased demand for bulk agricultural products in restaurants, etc., falling prices, and lack of successors due to the impact of the new strain of coronavirus, a "complete nutritional diet" miso soup using local vegetables in the town will be developed. While holding tasting events and test sales in Hokkaido, the company aims to expand sales channels so that it can contribute to the extension of healthy life expectancy through local products in Hokkaido.

Details of the experiment: Health promotion for the elderly using AI cameras will be conducted at community activity centers in the city, where the elderly can promote their health and participate in social activities. Specifically, the experiment will verify the extent to which the use of AI cameras can contribute to health promotion, by using AI cameras to determine the extent to which the body's range of motion has expanded, and by creating a body that is less prone to falling over.

Challenge: Optimizing emergency requests
Demonstration municipality: Sapporo Intercity Metropolitan Area
Details of the experiment: An emergency medical support system "Smart119" will be introduced to enable real-time information sharing between the emergency command center, emergency teams, and hospitals, and a demonstration experiment will be conducted to improve the efficiency, optimization, and quality of emergency transport operations within the region, as well as to verify the effectiveness of AI in predicting emergency demand.
