In November 2020, the Council began working on the construction of a "Chichibu Model" logistics and public transportation network, focusing on the difficulties in moving people and goods in the mountainous areas of Chichibu City, Saitama Prefecture, due to the declining birthrate and aging population. As part of these efforts, this demonstration experiment was conducted with the aim of establishing a drone delivery system that improves cost efficiency through remote operation, and a medical care delivery system that improves the situation of local residents who have difficulty visiting hospitals.

Outline of this demonstration experiment
(1) Drone delivery by remote operation

Remote operators remotely determine, operate, and monitor drone operations from a base in Chichibu City, approximately 14 km from the drone departure point (Roadside Station Otaki Onsen).
At the site, local businesses will be in charge of some operations of the base operations, such as inspections of drone aircraft.
2) Medical care

Empirical results
(1) Drone delivery by remote operation
Under the remote operation system, a drone with a maximum payload of 7 kg was used to deliver lunchboxes, beverages, and other supplies from "Roadside Station Otaki Onsen" to "Futase Dam Management Station" and back, a distance of 6 km including mountainous areas.
This verification experiment also confirmed that it will be possible to establish a remote operation system from anywhere in the future.

2) Medical care

Future Outlook
Based on the results obtained through this verification experiment, we aim to establish a system in which local operators will be responsible for all drone delivery operations, including remote operations, in the future. In the medical field, we will study ways to ensure high-quality medical care opportunities for residents in mountainous areas.

The CIPP aims to optimize and streamline the movement of people and goods by utilizing advanced technologies such as "drone logistics," "telemedicine," and "MaaS" (mixed freight and passenger transport and EV car sharing) for services in diverse fields including logistics, lifestyle transportation, sightseeing and medical services, and to build a business model to realize a society of Society 5.0. The goal of the project is to build a business model for the realization of a Society 5.0 society.
